Batra was born on 9 September 1974 in Palampur, Himachal Pradesh. He was the son of teacher Girdhari Lal Batra and Kamal Kanta.
Vikram’s father named his son after a film character “Vikram” played by Dilip Kumar in the film Vikram (1947 film).
In March 1994, he was selected for special forces training at Mountain Warfare School, Nainital.
